Inmate Reception Center Role

The Inmate Reception Center, often called IRC, is operated by the Los Angeles County Sheriff's Department within the downtown Men's Central Jail and Twin Towers complex. LASD policy describes IRC as the male prisoner processing center for booking and release, booking and commitment records, court appearance coordination, property and clothing safekeeping, incoming mail routing, inmate trust and bail/fine accounts, integrated bail and bond coordination, warrants and detainers, classification and placement, work release, weekender programs, and field booking teams.

That role makes IRC different from a housing-first jail. A person can be connected to IRC while being booked, moved, released, classified, prepared for court, processed on a warrant, or routed to another LASD facility. The housing location may become Men's Central Jail, Twin Towers, a Pitchess facility, CRDF for women, a hospital custody unit, or another destination. IRC is also the back-office point that affects property, mail, bail/fine accounts, and records for many male inmates even when their final housing location is elsewhere in Los Angeles County.

IRC Processing Population

LASD's 2024 Custody Division Population Year End Review lists the Inmate Reception Center as an unrated processing facility with 2024 yearly ADIP of 187. Because IRC is not a regular rated housing jail, it does not have the same BSCC rated-capacity row as Men's Central Jail, Twin Towers, or CRDF. The figure is an average daily inmate population tied to processing, not a public count of long-term beds.

IRC Inmate Record Search

Use the LASD Inmate Information Center for a person tied to IRC. The search requires last name and first name, with middle name and date of birth as optional filters. LASD says inmate records will not be available for bookings that occurred within the last two hours. That delay is most visible at IRC because the facility handles the front end of male booking and release. If the arrest is fresh, the phone line may be more useful than refreshing the roster.

1. Search LASD IIC with the required first and last name fields.
2. Use date of birth when a common name returns unclear matches.
3. Check whether the record lists IRC, MCJ, Twin Towers, or another LASD housing site.
4. Call (213) 473-6100 for inmate location help if the record has not posted or the person is moving through processing.
5. Use the court search only for formal case records after the prosecutor files charges.

The LASD Booking Log is a separate recent-booking channel that searches by LASD station and a recent date or time range. It is not the same as the IIC custody locator. For a sentenced state prisoner, use CDCR CIRIS. For federal custody, use BOP. For ICE detention, use ODLS. Those systems do not replace IRC records while the person is still in LASD county jail custody.

Inmate Reception Center Contact

IRC shares the downtown Bauchet Street custody campus with Men's Central Jail and Twin Towers. The public inmate information line is the main starting point for custody location, booking, and release questions. Property, bail, mail, and records questions may require routing through the appropriate LASD unit rather than a walk-up request.

For records beyond a live roster lookup, LASD points users to the Records and Identification Bureau FAQ and the record request routing page. Proof-of-incarceration or release letters, booking arrest information, custody CPRA requests, and court records each have different routing.

IRC Visiting and Release Timing

IRC should not be treated as a routine long-term visiting destination. Because its main role is booking, release, classification, court movement, property, and bail/fine processing, many people tied to IRC are in transition. LASD's visitation resources still matter, but a user should first confirm whether the person is actually visit-eligible at IRC or has already been assigned to Men's Central Jail, Twin Towers, Pitchess, or another facility.

Release timing can also be confusing. A person may be court released, released after bail or bond action, transferred to another agency, or sent to housing after classification. The roster, phone line, and court record may update on different schedules.

IRC Mail, Property, and Money

IRC is central to mail and property processing for the male jail system. LASD research says IRC handles incoming mail routing, personal property and clothing safekeeping, inmate trust accounts, and bail/fine accounts. Most male inmate mail uses the general LASD mail address with the inmate name and booking number, even when the inmate is later housed at MCJ, Twin Towers, or another facility. Mail rules bar debris, illegal substances, perfume, cologne, powders, lipstick, dried liquids, and similar contamination issues.

A booking number is the key mail and records identifier in LASD custody. CDCR numbers, BOP register numbers, and ICE A-numbers belong to different systems and should not be mixed into LASD mail or county jail property questions.

IRC Records and Detainers

IRC records work includes male booking and commitment records, arranging inmates for court appearances and other agencies, answering habeas writs, daily inmate count collection, and maintaining original booking jackets for deceased inmates. LASD manual material also describes IRC central control functions for warrants, detainers, arraignment dates, and notifications to outside agencies. A detainer is a hold or request from another agency, court, parole authority, immigration system, or jurisdiction that can affect release even when local bail appears available.

That is why an IRC-related inmate record may not answer every release question. A court may remand a person, an outside warrant may hold the person, a bench warrant may be served, or another agency may have to be notified before release.
